The Executive Secretary of the Independent Procurement Review Panel Emma Banya has accused some procurement institutions of flouting the procurement laws anytime they are doing procurement.
“One of the things we discovered is that the procurement act that should govern the activities in the bidding process itself is being flouted by procurement entities. This is one of the major problems we have discovered which has resulted to several complaints from the public,” Madam Banya said recently. She disclosed that since 2019 when the secretariat was established they have given ruling on seven procurement entities. These seven entities went against the procurement processes, adding that even though some of these business entities do not have the requirements but ended up getting the contracts while those who have the requirements were sidelined. She said a lot has been done to enhance the knowledge of officers in the handling of procurement issues and called on various Ministries, Departments and Agencies (MDAs) to make sure that they have qualified personnel that can handle procurement issues to avoid such problems.
