Magistrate Mark Ngbeba is being appointed by President Julius Maada Bio as judge advocate to serve at the Republic of Sierra Leone Armed Forces (RSLAF).
He is a seasoned legal professional who is currently serving as Senior Magistrate in the Judiciary of the Republic of Sierra Leone.
With a distinguished career rooted in public service, he is bringing into the military profession two decades of experience earned from serving the military, legal justice, and human rights Commission.
As a retired captain of RSLAF, Ngegba has transitioned seamlessly within the military and Sierra Leone judicial leadership.
His legal journey began in the Office of the Attorney General and Ministry of Justice, where he served as a prosecutor in the Directorate of Public Prosecutions and there he contributed to the legislative work within the Parliamentary and Drafting Division.
Mr Ngbeba further advanced his commitment to promoting justice and accountability at the Human Rights Commission of Sierra Leone, where he holds various roles as Senior Human Rights Officer and as Acting Director of Complaints, Investigations, and Legal Services.
In 2017, Magistrate Ngegba was appointed to the bench, where he demonstrated integrity in judicial matters with fairness, and a deep commitment to the principles of rule of law.
He was promoted to the rank of Senior Magistrate in 2021 and currently he serves as the Judge Advocate at the RSLAF Courts Martial, thus bringing into experience his military and legal understanding in overseeing military justice processes in the country.
His academic credentials include: a Bachelor of Laws with Honors (LLB Hons) from Fourah Bay College, University of Sierra Leone, and a Barrister-at-Law (BL) degree from Sierra Leone Law School.
He had pursued further professional education internationally, earning certifications in key areas such as in anti-corruption law, conflict mediation, and military justice from institutions including the Defence Institute of International Legal Studies (USA), the Clingendael Institute (Netherlands), and at the Judge Advocate General’s School (US Air Force).
Magistrate Ngegba has been an active participant in numerous international seminars and workshops which are focused on global legal reforms, human rights, maritime security, and gender-based violence.
His notable engagements include being at the Commonwealth Magistrates’ and Judges’ Association Annual Conference in Kigali, Rwanda; his attendance at a seminar organized on maritime piracy and international humanitarian law; and his participation in executive legal trainings which were facilitated by United States (DIILS) and ICRC.
Renowned for his professionalism with strong ethical standards, and broad expertise, Magistrate Ngegba continues to be an influential figure in Sierra Leone’s justice sector as he upholds the principles of fairness, diligence in public service.
