The Public Sector Reform Unit (PSRU) under the Office of the President has just concluded a review process on the operation of the Office of Chief Minister in the last five years.
The Unit conducted the review following a request made the Chief Minister’s Office for them to know how the Office has been working. The review team spoke with officials and the agencies that have been working under that Office.
The review team discovered overlapping of functions, lack of strategic and policy directives and advices and weak oversight.
Commenting on the review process, the Head of Programmee Public Sector Reform Unit, Sulaiman Foray Musa said the review team expressed serious concern about how recruitments were being done. He called for an open, fair and transparent process, adding that competency and qualification should considered for proper alignment to the structures identified.
He said the review team noted the presence of Administrative staff whose substantive roles were being done by other Departments.
Musa disclosed that the team discovered communications gap between the Office of Chief Minister and the citizens on the activities of the President.
He said the team called on government to make sure that some Institutions working under the Office of Chief Minister remains independent bodies. He said the review team noted the lack of collaboration among sole of the Institutions and emphasized the need for the National Commission for Social Action (NaSCA) to remain independent.
Speaking on the outcome of the review, the Chief Minister, Dr. David Moinina Sengeh lauded the review team for what he described as excellent work done. He said the review will help them deliver on the big five manifesto promise the Bio administration made to the people during the just concluded elections. Dr. Sengeh promised the Public Sector Reform Unit of his commitment to implement the recommendations contained in the report.
