Bra Parrot is still on the 2021 Auditor-General’s Report on the accounts of Sierra Leone.
As Bra Parrot was busily turning the pages of the report, the brave bird turned to page 152 of the report, and saw a captioned titled, ‘Payment of salaries to personnel who are not on the Ministry of Information and Communication staff list.’
According to the report, payroll vouchers and the staff list submitted for FY 2021 revealed that names of personnel in the payroll vouchers that were not on the Ministry’s staff list for the period under review.
As a result, the report went on that payment totaling Le 90,273,121 were made to 10 staff who were not employees of the Ministry.
Bra Parrot also noticed that, out of 20 new staff selected for physical verification, 8 did not show up for verification.
Bra Parrot also noticed that, a total salary of Le 85,876,551 was paid to them in 2021.
Bra Parrot was very quick to turn to page 155 of the report, were the brave bird saw that, salaries were paid to unverified staff in the Ministry of Works and Public Assets.
Bra Parrot being a very courageous bird continues to turn the pages.
According to the report the names of 47 staff on the salary voucher did not show up for physical verification. The brave bird also noticed that, a total salary of Le 355, 605,488, 00 was paid to them during 2021.
According to the report, files were not updated with staff records such as academic certificates, NASSIT registration, job descriptions/roles of responsibilities.
Bra Parrot also turned to page 157 of the Auditor’s report under the Ministry of water Resources.
The brave bird also noticed that withholding taxes were not paid to the National Revenue Authority and Le 40,401,365 was not deducted from payment made to suppliers and paid to NRA.
Bra Parrot turned again to page 171 of the report, under the captioned ‘Cabinet Secretariat’, were the brave bird was able to see that, an extension was granted to two contract staff who received a total gross salary of Le 598, 669, 082 beyond the acceptable limit of two years.
According to the report, it is in contravention of Rule 2.16 of the Civil Service code, Regulations and Rules of 2011.
