In a recent circular dated 7th October 2024, it says the Ministry of Transport and Aviation (MTA) has recognized the Sierra Leone Ports and Harbours Authority (SLPHA) as the top performer in its First and Second Quarters of 2024 performance assessment report.
The circular, which was distributed to all departments and agencies under the Ministry’s supervision, highlighted the outstanding achievement of SLPHA in various operational and administrative areas with a 63% total score for the period under review.
The Ministry’s performance contract scorecard (PCS) serves as a comprehensive tool for evaluating the progress of its sectoral agencies and departments, MTA says.
The PCS assesses critical aspects including Strategic Legislation Support, Administration and Management, Service Delivery, Financial Delivery, Financial Stewardship, Accountability, and efforts to eradicate corruption. These categories collectively measure the efficiency and integrity of public sector organizations in fulfilling their mandates.
According to the scorecard summary, SLPHA excelled across the board, particularly in the areas of service delivery and financial accountability. “Their top ranking reflects a strong commitment to improving the operational standards at Sierra Leone’s ports and enhancing the country’s logistics infrastructure,” the report says.
While commenting on this achievement, the Director-General, Yankuba Askia Bio underscores the Authority’s leadership in setting a high standard of governance and management, demonstrating the effectiveness of strategic planning and the implementation of transparent systems. It also reinforces SLPHA’s role as a key player in the nation’s economic development, given the crucial function of ports in facilitating trade and international connections.
The Ministry has commended the efforts of all agencies, but SLPHA’s outstanding performance is expected to serve as a benchmark for other departments under the Ministry’s umbrella.
