The wise bird has been moving the length and breadth of the capital Freetown to see whether the rains have not caused problem to the people and their localities.
He starts to fly from the far east, central and up to the west.
The bird noticed that, every corner of the city was completely filthy left, right and center as piles of garbage were left unattended to by those responsible.
The Parrot has been hearing a lot of cries by senior workers of the council that they have not received funds to run the affairs of council, therefore the council cannot effectively operate as expected due to lack of funds.
The workers further told the bird that, council can only operate effectively with the availability of adequate funds, noting that they themselves do not want to see city in such a filthy condition.
What beats the imagination of the wise bird is that, there were huge piles of garbage in front of the main gate of PCMH hospital unattended to.
Of course, Fourah Bay Road, Kissy Road and other places are not good to talk about.
The bird has been thinking as to who is directly responsible, Freetown City Council, the Ministry of Local Government or in totality the central government?
The Parrot as usual, moved quickly to get the views of the general public in respect of the filthiness of the municipality and most of them described the Ministry of Local Government and by extension the government as unserious, because according to them, if the government fails to disburse funds to the Ministry, the Ministry cannot make allocation to the council.
Of late, the Mayor of Freetown Aki-Sawyerr has been crying for lack of funds to run the council.
Some other people said the government cannot take-care of one city and shamelessly wants to divide it into two at the expense of the national budget.
The bird did not even waste time to go to the council to cross-check because he knew they will explain to him till day break.
Now that the rains are here, the bird will continue to see whether government will disburse money to keep the city clean.
