He speaks on the controversial increase in connection to Sierra Leone toll gates fees proposed increment by CRSG, a Chinese company operating the road gateway facility.
In an audio statement shared on WhatsApp, the former MP and minister expressed his disapproval of the toll gate fees-hike and criticized the SLPP government for supporting the company’s move.
Hon Kemoh emphasized that the decision to raise the fees is itself a breach of contract between the government and CRSG company.
He said that the agreement had indicated that there ‘would never be’ an increase in ticket fees paid by vehicles.
On the side of the company, one of the main justifications given for the fee increment against March 1st this year is due to the fluctuation in foreign exchange rates, further suppressed by other contingencies.
But the former minister, Kemoh Sesay, had argued that these economic factors were already taken into account in the original agreement, and that, he went on, there was no need for a fee adjustment.
He noted that as a former minister who oversaw the signing of the said contract he should have been consulted by the current minister, Denis Sandi, before any negotiations would have been carried out.
Kemoh expressed his willingness to offer his expertise and advice whenever he is called upon, and he emphasizes the importance of state authorities to consult experienced individuals in matters of national interest.
He said there was lack of communication from minister Sandi, adding that he had expected the minister to have involved him in the discussions regarding the latest toll gates ticket fees increment.
Mr. Kemoh reiterated that the original agreement between the government and CRSG allowed for the recovery of funds without the need for an increase in ticket fee.
He urged that public officials must uphold transparency and must adhere to contractual agreements.
He said such is vital if experts views are sought in order to make informed decisions that will be of benefit to the public.
