Bra Parrot is not like other lazy birds that cannot fly for a long distance, the brave bird can fly over thousand miles from east to west in no time.
Again the brave Bra Parrot is still turning the pages of the Audit Report to get the accuracy of the report.
The brave Bra Parrot was quick to turn to page 162 of the Audit Report, on the Ministry of Political and Public Affairs (MPP), and noticed that, an amount totaling Le309,051,696 was paid to six individuals whose names were not found on the Ministry’s staff list.
Bra Parrot also noticed that, personnel files were neither maintained for those six individuals nor were they available for physical verification.
Bra Parrot came to the conclusion that, those workers are all fake workers. Bra Parrot without wasting time, quickly turn to page 169 of the Audit Report, on the OFFICE OF THE ADMINISTRATOR AND REGISTRAR GENERAL, EAST: 2020/2021. On that page Bra Parrot noticed that, there was no evidence to indicate that the OARG reconciled its records with that of the NRA’S for 2020 and 2021 financial years.
Bra Parrot further noticed that, there was no confirmation from the NRA for the amount totaling Le 77,196,346 and Le 106,038 054 allegedly collected in respect of business and marriage registration fees for 2020 and 2021 were not actually reflected in the Consolidated Revenue fund.
The eyes of the wise Bra Parrot quickly caught page 165 of the Report on the SIERRA LEONE POLICE EAST: 2020 -2021, the police are the protagonist of Bra Parrot.
According to the Report, Bra Parrot found out that the Eastern Region does not receive monthly payment report from the Accountant Department in Freetown. As such the Auditors could not confirm whether the total of Le 6,000,000 paid by both a bank and hotel, was paid to the Sierra Leone Police, as there are no evidences of payment transfer and/or receipt. Furthermore, the audit team cannot confirm whether revenue to the tune of Le 1,857,600,000 was paid into the Sierra Leone Police account regarding deployed Armed Personnel within the region.
The attention of the wise Bra Parrot was drawn to page 166 of the same Audit report on LAW OFFICERS DEPARTMENT: 2020/2021.
According to the Audit report, payment of daily subsistence allowances (DSA) without adequate supporting documents were not available to support the payment made.
Bra Parrot also noticed that, the DSA payments to personnel amounting to Le206,400, 208 and Le97,453,133 for 2020 and 2021 in respect of overseas travel, were not adequately supported by documents such as back-to-office report, boarding passes, travel tickets and copies of passport attached to the payment vouchers.
As the Judiciary is always surrounded with controversies, Bra Parrot turned again to page 166, JUDICIARY OF SIERRA LEONE, HEADQUARTERS-2021:
Bra Parrot again noticed that, receipt books to support a total amount of Le 72, 137,000 and Le 576,515,456 by the Main Law Courts Building and the Fast-Track Commercial Court were not submitted for inspection. Bra Parrot thinks that, there was fraud in the process.
