The brave Bra Parrot will never stop turning the pages of the Auditor-General’s Report on the Accounts of Sierra Leone for FY 2021, as long as it is in the best interest of Mama Salone.
As Bra Parrot was turning the pages, the brave bird was quick to turn to page 143 of the report, under the Ministry of Lands Housing and Country Planning (HQ):2020-2021 captioned “No evidence of banking of revenue.”
Bra Parrot took a closer look at the wordings of the report, according to the report, the audit team verified revenue totaling Le 8,004,167,775 in the 2020 cashbook maintained by the records unit of the ministry.
Bra Parrot also noticed that, the revenue bank statements (a Rokel Commercial Bank Account), banking of revenues totaling Le 4,508,872,101 were verified leaving a balance of Le3,495,295,674, for which no evidence of banking was submitted for inspection.
The report further stated that, this was contrary to section 44(1) of the PFMR Act of 2018. Bra Parrot also saw on the same page, payment without supporting documents, which in its totality is completely wrong in administration.
The brave bird, according to the report, saw that payments from the ministry’s bank statements, ministry’s impress and land shelter accounts revealed that bank withdrawals by officers of the ministry and payments to suppliers totaling Le 2,107,633,425 were without payment vouchers and other relevant supporting documents.
Bra Parrot was quick to turn to page 163 of the audit report, under the Sierra Leone Police Headquarters-2021 captioned “Provision of Armed Guard Services without contract Agreement”.
According to the report, the brave bird was able to see that, the Sierra Leone Police (SLP) provided armed guard security services to individuals and to institutions without signed contract agreement that sets the rights and obligations of both parties.
Bra Parrot noticed that, the audit team could not confirm the accuracy and completeness of Le 4, 809,783,096 that was reported as revenue collected from the provision of armed guard security services.
Bra Parrot also noticed from the report that, during verification of contract documents in respect of armed guard services between the SLP and other organizations and individuals were not provided, meaning that, the issue remains unresolved.
