It focuses on improving infrastructure while bolstering agricultural market access.
He said the agreement if comes to friction will help employ lots of the youth to get jobs.
Hon Koroma revealed that lots of the youth have become bike riders, saying that many are on theft and on other crimes.
However, he said by repatriating the young people from the cities to the rural communities, they would be empowered with skills in agriculture who will work to promote government Feed Salone project.
He said the agreement should not only focus on rice cultivation but should also focus on livestock farming which he said is also part of the government Feed Salone project.
He admonished finance ministry and agriculture ministry to solve the dispute between rice farmers and livestock farmers in the country.
He said one way to doing that is by financing the building of trenches for livestock farmers.
