A former minister of Education has proposed to President Julius Maada Bio to decentralize some Ministries, Departments and Agencies.
Dr. Abdulai Tarawally, Lecturer in governance and leadership at Limassol University in Cyprus, has critically objected to professor Alpha Wurie proposed advise. He noted that decentralization of MDA’s to regions and districts is not the issue for the effectiveness of Sierra Leone’s governance system our focus he says is a multiple of agendas purely based on increase opportunities for population activities and ensure vast improvements on the socio economic sustainability of the average citizen.
Dr. Tarawally said the cost of decentralization means government has to cut down its basic annual expenditure on a lot of sectors. He said there is no donor funding for such initiatives because for the average donors, the need to seek the welfare of citizens comes first. He said the propose advise is even irrational and should have come from some body else but not professor Wurie who has served governance for a number of years.
He said the government of Sierra Leone needs to improve the urban and provincial energy sector, improve the infrastructural pace, ensure pure water, create jobs in the provincial areas through relocation of industries ensure adequate health facilities, provide more opportunities for more inclusion in agricultural development, develop more closer participatory relations with the private sector, improve the digitalization pace to ensure uninterrupted communications, devolution of functions to local authorities capable of ensuring a not too much dependable related relations.
He said this could be done without the decentralization of MDA’s.
The most important he said is that responsible government should create opportunities for people to move themselves but not force then to move. He said over population could be minimize through the creation of opportunities.
