As Sierra Leone embarks on bold initiatives to establish itself as a pioneering hub for transformative South-South and Triangular Cooperation (SSTrC), the nation is actively leveraging emerging opportunities to foster local economic growth and strengthen its partnership ecosystem.
In this context, China Railway Seventh Group Co., Ltd (CRSG) has outlined its forward-looking investment plans to support Sierra Leone’s developmental trajectory.
Mike Shuh Seastar, Manager of CRSG, delivered his insights at the Third Africa High-Level Forum on South-South and Triangular Cooperation for Sustainable Development, held at the Freetown International Conference Centre, Bintumani, on May 9th, 2025. His presentation, titled “Unlocking the Potential of Partnership for Sustainable Development in Sierra Leone: A Strategic South-South Dialogue to Build National Capacities through Human Talent, Technology, and Infrastructure,” mapedout the company’s enduring commitment to Sierra Leone, a relationship that has spanned nearly two decades.
Reflecting on the company’s journey, Seastar conveyed how CRSG’s roots in Sierra Leone have been instrumental in catalyzing tangible economic progress. The company’s arrival was grounded in a steadfast belief that sustainable development flourishes through inclusive, community-centric approaches spanning infrastructure, mining services, toll road operations, and international trade. CRSG’s commitment reechoes local engagement, technology transfer, and long-term investment as core pillars of its growth model.
CRSG has proudly contributed to the nation’s development by constructing vital infrastructure such as roads, bridges, public buildings, and facilities that serve as the backbone of Sierra Leone’s economic landscape. Notable projects include the Makeni Highway, Lungi-Port Loko Highway, Regent-Grafton Road, Wellington-Masiaka Highway, and the China-Aid Diplomatic Training Institute.
The manager highlighted that CRSG has been responsible for constructing approximately 80% of the township roads in Freetown, including Wilkinson Road, Spur Road, and Juba Bridge, generating thousands of jobs and empowering local contractors. These infrastructural endeavors have enhanced regional connectivity linking communities and provinces and invigorated trade, thereby deepening economic integration and strengthening the nation’s development chain.
Within the mining sector, CRSG practices responsible operations that prioritize environmental sustainability and community well-being, ensuring that natural resources translate into shared prosperity for Sierra Leoneans.
A vital lesson learned from this partnership is the importance of local collaboration. CRSG has prioritized human capital development by actively recruiting and training indigenous staff—over 90% of Sierra Leonean employees now contribute to the company’s success. Many have advanced into skilled professionals and leaders, actively participating in community initiatives such as supporting local schools and clinics, and sponsoring vocational training programs to equip youth with practical skills.
In toll road management, CRSG has introduced advanced operational systems and reinvests a portion of revenues into infrastructure upkeep and community development projects. Additionally, the company has facilitated the introduction of state-of-the-art machinery and equipment into Sierra Leone’s local markets, bolstering industrial capabilities.
CRSG’s vision for the future rests on building an enduring foundation for shared growth integrating the strengths of both China and Sierra Leone. Mr. Seastar expressed confidence that through South-South cooperation, collective efforts can mobilize capital, knowledge, and trust to unlock new opportunities.
Looking ahead, the company remains optimistic about Sierra Leone’s prospects, emphasizing the country’s friendly people, efficient government, and promising future. “As we chart the course forward, we are committed to walking this journey hand in hand with the people of Sierra Leone, true partners in progress,” he affirmed.
