The wise bird is well-known for calling things by their proper names and at the right time and place.

The bird mostly gets news from all angles, from private and government circles and from individuals.

The wise bird has been reliably informed that, a total of 7000 bags of rice were being officially handed over to the Ministry of Agriculture and Food Security by the Chinese government.
Subsequently, according to information the bird got, the rice was handed over to the Ministry of Fisheries and Marine Resources for distribution.
The rice in question was meant for the one month closed season that was imposed during the month of February this year by the government thereby restraining fishermen from fishing.
According to the information the wise bird has gathered, the rice was to be distributed to the licensed artisanal boat owners, in order to cushion the economic burden on them during the one month closing down period.
However, from what the bird has got, a total of 2,500 bags of rice has been distributed to the licensed boat owners and crews.
Since the wise bird does not know it all, he went out to get the views of the public particularly from the boat owners. Most of the boat owners the bird contacted admitted to have received the rice, but the only question that was put to the wise bird was what about the balance 4,500 bags?
According to the boat owners, they said the total number of rice bags donated was supposed to be 7,000, and so thought, if 2,500 bags of rice were given to licensed boat owners and crews a balance should remain. But what about the balance amount of rice? they asked.
Also, the bird guesses there is a foul pay?
Anyway, the bird will continue to monitor the situation carefully.
