As Sierra Leone approaches the 2028 general elections, the All People’s Congress (APC) finds itself at a crossroads. The party, historically a dominant force in the nation’s political landscape, is grappling with internal divisions and leadership disputes that could significantly impact its prospects. Understanding these dynamics is crucial to assess the APC’s readiness for the upcoming electoral contest.
Following their disappointing performance in the 2023 general elections, in which, President Julius Maada Bio secured 56.17% of the vote, while his main challenger, Samura Kamara of the All People’s Congress (APC), received 41.16%. the All People Congress Party experienced setbacks due to internal factionalism, ineffective campaign strategies, and a failure to resonate with the electorate’s concerns. Voter dissatisfaction over economic management and governance issues further contributed to their losses.
Looking forward, the party must rebuild unity, revamp its policy agenda, and engage with grassroots supporters to regain credibility. Investing in leadership development, modern campaign techniques, and clear messaging will be crucial. If these reforms are implemented, the party could emerge stronger and more prepared to challenge the political landscape in the 2028 general elections.
The APC’s defeat has been attributed to several factors, including economic challenges and internal party issues. Kamara rejected the results, alleging a lack of transparency. As of now, the APC has not publicly detailed its strategy for the 2028 elections. The party’s readiness will depend on addressing internal challenges and formulating a clear policy agenda to regain public trust.
Internal Struggles and Leadership Disputes
Recent reports highlight escalating internal conflicts within the APC. Factionalism has intensified, with members divided over the party’s future direction and leadership. These disputes have become increasingly public, undermining the party’s cohesion and raising concerns about its ability to present a united front in the elections.
The discord centers around disagreements on leadership succession and strategic vision. Some members advocate for maintaining traditional structures, while others push for reforms and new leadership to rejuvenate the party. This internal strife threatens to erode the APC’s credibility and effectiveness as an opposition force.
Path to Unity and Electoral Success
To enhance its prospects in the 2028 elections, the APC must address its internal divisions and present a cohesive strategy. Prioritizing open dialogue among members, fostering inclusivity, and resolving grievances are essential steps toward unity. By focusing on serving the people and upholding the party’s principles, the APC can rebuild trust and strengthen its position.
Current Preparations and Strategic Initiatives
A senior APC Member of Parliament has emphasized the party’s commitment to future electoral success, highlighting efforts to recalibrate membership and implement structural reforms. These preparations include a nationwide registration drive aimed at strengthening the party’s base and ensuring its viability as a contender in 2028. Additionally, the APC plans to hold internal elections to choose delegates responsible for electing new leadership and the party’s flagbearer. The party’s constitution mandates a change in leadership after two terms, underscoring the importance of internal democracy in their strategy.
Challenges and Areas for Improvement
Despite these initiatives, the APC faces significant challenges that must be addressed to enhance its prospects in 2028. Internal divisions and factional infighting have previously weakened the party’s campaign efforts. To mount a credible challenge, fostering internal unity is paramount. This involves overhauling the organizational structure to promote greater collaboration among members and addressing factionalism that has led to disjointed messaging. Embracing diversity by incorporating young people and women into leadership roles is also crucial, reflecting the nation’s demographic composition and promoting inclusivity.
Rebranding and Messaging
Rebranding is another critical area for the APC. The party must present a clear and compelling vision that resonates with the electorate, offering policy alternatives to the current administration’s agenda. Focusing on tangible outcomes that address the daily struggles of Sierra Leoneans, such as economic recovery, healthcare reform, education, and infrastructure development, will be essential. Demonstrating a commitment to transparency, accountability, and integrity can help rebuild trust with the populace.
Leadership Considerations
Leadership will play a pivotal role in the APC’s future success. While Dr. Samura Kamara has been a significant figure in past elections, there are growing calls within the party for fresh leadership. Whether Kamara continues to lead or new leaders emerge, the APC must ensure its leadership reflects a dynamic and forward-looking approach. Encouraging the emergence of new leaders who can connect with younger voters and bring innovative ideas to the table will be beneficial.
Building Trust and Grassroots Engagement
Building trust with the people is fundamental. Addressing past governance failures and presenting itself as a party that has learned from its mistakes will be crucial for the APC. Engaging with grassroots movements, civil society organizations, and local communities to understand and address the needs and concerns of ordinary Sierra Leoneans can enhance the party’s appeal. Investing in grassroots mobilization and demonstrating responsiveness to the electorate’s ideas and choices will be key strategies
Emerging Leadership Contenders
Several figures have emerged as potential flagbearers for the APC in 2028:
Dr. Samura Kamara: Having contested and lost against President Julius Maada Bio in previous elections, Dr. Kamara remains influential, particularly at the grassroots level. However, he faces internal opposition citing concerns about his age and charisma.
Dr. Ibrahim Bangura: A university lecturer in his 40s, Dr. Bangura is seen as a fresh face within the party. Despite his potential, his relative lack of political experience and the complex dynamics within the APC may pose challenges to his candidacy.
Joseph F. Kamara Esq: Former Anti-Corruption Commissioner and Attorney General, Joseph Kamara is known for his charisma and legal expertise. His close ties to former President Ernest Bai Koroma could influence his standing within the party.
Samuel Sam-Sumana: The former Vice President, who faced expulsion and later returned to the APC, is a significant contender. His influence in the Kono district could be pivotal, though his willingness to accept a role other than the flagbearer remains uncertain.
Yvonne Aki-Sawyerr: The current Mayor of Freetown, Aki-Sawyerr is recognized for her articulate and strong leadership. However, perceptions of her reliance on international support and the need to focus on local issues may affect her candidacy.
Chernor Maju Bah (Chericoco): A seasoned politician and former House Minority Leader, Chericoco is considered a shrewd operator with a broad network. His ethnicity and political alliances could play a significant role in his candidacy
Alhaji Mohamed Kamara (Jagaban): Emerging from the southeast with northern parentage, Jagaban’s potential candidacy is noted, though his chances are considered slim. His financial resources could make him a valuable running mate for a northern presidential candidate.
Jagaban is a businessman and philanthropist with investments in multiple sectors, including water production, fuel stations, and food processing in Sierra Leone. He has also contributed significantly to education, healthcare, and religious institutions.
Conclusion
The APC stands at a pivotal moment in its history. The party’s ability to navigate internal challenges, unify its members, and present a compelling vision will be critical in determining its success in the 2028 general elections. As the political landscape evolves, the APC’s commitment to reform and unity will be closely watched by supporters and opponents alike.
