Under the dynamic leadership of Director General Yankuba Askia Bio, the Sierra Leone Ports and Harbours Authority (SLPHA) has achieved one of its most transformative milestones — the successful construction and opening of the Maforki Port. This monumental development marks a new chapter in Sierra Leone’s maritime sector, boosting the nation’s trade capacity and positioning it as a rising hub in regional logistics and shipping.
Director General Yankuba Askia Bio has been instrumental in steering the SLPHA towards modernization and efficiency. His strategic initiatives have not only enhanced port operations but have also positioned the Authority as a pivotal player in Sierra Leone’s economic landscape.
In 2023, the SLPHA reported a substantial increase in both vessel traffic and import volumes, with vessel arrivals rising from 426 in 2022 to 435, and imports growing by 9% from 61,000 to 68,000 metric tons. These figures underscore the Authority’s role in bolstering trade and generating revenue for the nation.
Furthermore, the SLPHA’s partnership with African Global Logistics yielded a $4 million dividend from a $20 million investment, highlighting the Authority’s commitment to strategic collaborations that enhance financial returns.
The SLPHA has embarked on significant infrastructure projects, including the near-completion of the NECTAR expansion berth project, which is 99% finished. These developments are set to increase the port’s capacity and efficiency, facilitating smoother trade operations.
In a landmark achievement under the leadership of DG Bio, the Maforki Port was officially opened, further expanding the nation’s maritime infrastructure and creating new opportunities for trade and commerce. The opening of Maforki Port is a strategic milestone that enhances Sierra Leone’s ability to handle increased maritime traffic and foster economic activity in the region.
In addition, the Authority has signed agreements with Arise IIP for the development of a Dry Port and with Gento Group for constructing a transshipment port. These projects aim to expand the port’s infrastructure, positioning Sierra Leone as a key player in regional trade and logistics.
Embracing technological advancements, the SLPHA has transitioned from manual paper-based systems to a modern electronic framework, supported by €64,000 in partner funding. This digital transformation has significantly improved operational efficiency, reducing cargo dwelling times from weeks to under 48 hours.
Aligning with President Julius Maada Bio’s employment drive, the SLPHA has created 200 new jobs, with all employees earning above the national minimum wage. This expansion in the workforce underscores the Authority’s role in boosting the local economy and providing sustainable employment opportunities.
The SLPHA’s commitment to excellence has attracted regional and international attention. The Freetown Port has achieved remarkable rankings, now positioned as the 3rd in West Africa and the 10th in Africa on the Container Port Performance Index. This milestone is a testament to the effective leadership and strategic investments made in port infrastructure and services.
Collaborative Efforts and Anti-Corruption Measures
In a bid to enhance transparency and accountability, the SLPHA signed a memorandum of understanding with the National Revenue Authority and the Anti-Corruption Commission. This tripartite agreement aims to foster cooperation and exchange information, enhancing effective communication and controlling corruption in port security, revenue collection, and tax administration.

In acknowledgment of his outstanding contributions to national development, he was recently honored with the prestigious National Heroes Award. This accolade celebrates his unwavering dedication, strategic vision, and impactful leadership at the helm of the SLPHA.
