Yearly statistics report on the performance of councils has proven that most council have not been doing well.
Rather authorities are bent on developing themselves rather than the locals who they are supposed to serve.
The Waterloo Local District Council is no exception, in poor service delivery to the expectation of the locals ranging from one chairman to another.
