Sources close to Government’s Human Resources Management Office, have indicated that they stand firm by their early retirement notification to the Coordinator of the Seed Multiplication Project(SMP) that come October as stipulated in the Civil Service Code of Conduct that, Mr. Edward Smart Gbapi, must leave office without any prolongation of his stay in his role as SMP’s coordinator.
Reports say an independent investigation, which has come to the knowledge of the Minister of Agriculture Dr. Henry Musa Kpaka and the Chief Minister Dr. David Moininah Sengeh, has indicated that the Anti-Corruption Commission (ACC) had failed to act accordingly over investigations of misappropriation of government funds, mismanagement of materials and logistics as the case suddenly died out.
A spokesman for the Independent Investigations body says there is evidence of withdrawing funds amounting to billions of old Leones from donor funding but was never utilised judiciously as the funds are understandably now in the hands of few authorities.
The curiosity expressed by some citizens is that at such a crucial time when President Bio has prioritied the Feed Salone Project of in his Big 5 Changers Agenda, it stands to be questioned that if the Seed Multiplication programmne cannot be thoroughly investigated for sanity.
Reports say, since 2014, even the Master Farmers in the provinces are owed millions of Leones for Seeds to be supplied but without any payment made.
Further reports say the Coordinators was appointed by Dr. Sam Sesay while Minister of Agriculture and continues in office during the later Professor Monte Jones. Reports say the SMP formed part of the billions of Leones which could not be accounted for. When consulted to cross check the information Gbapi drove this reporter out of his office.
