The brave Bra Parrot was on holidays, but came back few days to start work with a fresh and renewed vigor to tell the story to whoever it should be told.
Upon the brave bird return, the report of the Auditor-General for FY 2021 is very paramount on its agenda, which is more the reason day-in-day-out the brave bird is very busy turning the pages of the Audit report.
As the brave bird was turning the pages of the report, the bird quickly turned to page 249 of the report, and saw a captioned titled “Payments without Adequate Supporting Documents” under the National Electoral Commission (NEC) now called Electoral Commission of Sierra Leone (ECSL).-2019-2020.
According to the report, a review of transaction undertaken by the commission revealed that payments to the tune of Le 1, 484, 004, 778, 10 and Le 62,460,497.00 during the 2019 and 2020 financial years were without any adequate supporting documents.
The report revealed that there is nothing to show that such amount was paid, and documents including receipt, invoices, delivery notes, contract documents and even training report were not available to show.
Bra Parrot noticed a total of Le 862,717,250, and Le 227,119,000 regarding expenditures incurred in 2019 and 2020 financial years were without payment vouchers and supporting documents like receipts recipients signatures, reports, attendance register, etc.
Bra Parrot went further to notice with dismay the comment made by the Acting Auditor General that adequate supporting documents were submitted and verified by the audit team, and the following were discovered, 1. 84% of Le 1, 484, 004, 778.10 in 2019, leaving a balance of Le 274, 246, 362.16 11. 54% of Le 62, 460, 497.00 in 2020, leaving a balance of Le 28,745,797.00
The Auditor General stated further that supporting documents were submitted and verified as follows: 1. 95% of Le 862,717,250, in 2019 leaving a balance of Le 40, 787,000 11 74% 0f Le 227, 119, 000 in 2020, leaving a balance of Le 58,193,000
Simply put, ECSL is to account for Le 401,972,159 to the government of Sierra Leone.
