Wonders never end in Sierra Leone as surprising things continue to happen in every nook and cranny and at all level.
Recently, for the first time in the history of this nation its inhabitants were shocked following the news that two gay women were arrested at the outskirt of the capital after publicly tying the knot.
Many believe that such unholy and other evil acts including the endemic corrupt practices are reasons for this tiny nation’s retrogression despite being endowed with numerous God given resources.
The rates of corrupt practices in public institutions have continued to soar and have eaten deep into the development fabrics of this nation for a very long period.
The latest information that reached the wise bird is that, the Chairman of the Tertiary Education Commission (TEC) is allegedly benefiting from double payment (salaries) from two separate public institutions since 2019 to date.
According to the information, Professor Alyageen Mohamed Alghali, current chairman of TEC has also been receiving salaries, leave allowances from the Njala University even though he is no longer an employee there.
It’s clear that Prof. Alghali is a retired Vice Chancellor but has been receiving money from that institution amounting to millions, and millions of leones as he continue to collect full scale salary as TEC chairman, allegedly.
In fact, from what the bird has gathered, even though Prof. Alghali did not gain his present employment under the TEC Act and the Public Financial Management Act, but he is allegedly acting as vote controller, approving financial weekly payments among other usurp functions.
The bird is of the view that if the allegation that Prof. Alghali has been receiving double salaries is indeed true, he wants to believe that the man is not doing that alone, otherwise there must be a solid syndicate between those working at the Ministry of Finance and those at TEC because the documents are prepared in the Ministry and payment done by the same Ministry.
To get more on the issue, the bird spoke to people who are knowledgeable in the area of finance management, and they all agreed with him that, it is a team work in the finance ministry.
The bird also spoke to one retired finance expert who said the issue of individuals receiving payment from two different public institutions is not a new thing in the ministry of finance.
He added that even though some people have retired but they are still receiving salaries from the consolidated revenue fund.
That act in any shape or form is what the Parrot refers to as compromised CORRUPTION which is quite difficult to curb.
The bird is watching how the investigation on this matter will go.
