The wise bird has been reliably informed that the government of Sierra Leone is yet to disburse subvention to twenty-two (22) Local Councils countrywide for 2025 fiscal year.
The report further states that, from January 2025 to 11th August 2025, the twenty-two (22) Local Councils have not received their subventions from the central government.

The non-transfer, delay or what is referred to as revenue sleep down is being regarded as a complete lack of commitment by the central government to disburse the much needed funds.
To make matters worse, it has also been claimed that the recently approved supplementary budget made more provisions for MDAs than the Local Councils which has been viewed as improper arrangement in the financial sector.
Initially, according to the report, a total budget for local Councils was NLe334.1m but was revised to NLe287.4m in the last supplementary budget approved by Parliament.
Such situation, the report say, will seriously affect the operations and the activities of the Councils to a very large extent.
The wise bird is of the view that, injustice is completely at play to most of the people residing in those communities because of the non-transfer of subventions.
The report further disclosed that in 2024, the government did not provide the required resources that was allocated to the Councils and that only 61% of the resources were allegedly disbursed to them.
The report further alleged that government only provides NLe28m in 2025 the money that was meant for 2024.
There is no doubt about it that the delayed disbursement or non-transfer of resources has huge implications on service delivery and performance.
The wise bird will be delighted to see government’s disbursement of funds is evenly done for better service delivery across the country.
The bird contacted few people to get their views as the issue is very important and most of those he talked to claimed that the reason for government’s failure to disburse subvention is primarily intended to paralyze the operations of the opposition, but failed to realize that the situation will affect all the Councils equally.
