The Wise Bird has been following the activities of all governments past and present, and from the look of things, all governments are all one and the same in terms of the behaviours of politicians representing those governments.
The bird will never make a case for anybody who does not have Sierra Leone at heart, because all those responsible for giving out contracts do not have monitoring systems in place or in practice as prescribed by law.
This is because all the contractors are party members, and so contracts are being given in a form of a pay-back like scenario so whether the work is or was poorly done it is none of the government’s business to judge.
It is very clear that, some of the contracts giving out do not have specific timelines, nobody seems to care to monitor a particular work done or which is going is on; how it is faring or it was done.
The brave bird will not even hesitate to say that, all governments past and present are all not serious because contracts are not given by way of merit to experts to do some jobs. Instead contracts are given who knows you and your party affiliation gets you the job.
The question the bird wants to ask is that, does the government have a monitoring system to make sure that, all works are properly done in the best interest of the nation?
Not that, most of the poor work done by these so-call contractors is not known by the government or the government is not aware. Only that the contractor is a system man/woman and so the government will give a blind eye on that project to be going the other way than expected.
If, and only if a situation like this ugly still continues, Sierra Leone will never develop because each contractor or firm may have their own party in mind.
The brave bird also noticed that, some of the contracts given out to contractors do not follow the rules and the laid down principles of contracts.
In most cases, government pays all the monies involved in the contract at one go to make sure that, the work is well done but ohh my God it is the worst thing on earth to pay a man doing the job in full before the work is to finish.
The Wise Bird is not a contractor but somehow knowledgeable about government or development contracts, as long as those responsible to give out the contract to the contractor has received their kick-backs that is the end of the game, and so whether the work is poorly or properly done is none of their business again. You see!
Even at home as a father if you fail to monitor your children, they will not grow up well or take their school study seriously. They will not know when to or to go to Church or to the Mosque to pray daily.
That is why monitoring is very important in every situation and that is a way of guiding a person in whatever thing he/she is tasked to do.
But governments after governments in this part of West Africa have been lacking this monitoring skill in totality and that is more the reason most governments are failing to achieve their goals.
Take the case of the Fourah Bay Road along the Eastern police junction, up to date the work is yet to complete there and nobody is saying a word in that respect.
At the moment the road is now a pool for washing feet and shoes by people.
Both the central government and the institution responsible for roads in the country (SLRA) are all setting a blind eye on the Fourah Bay Road issue.
What a shame to the government and the institution created by the government itself?
If the government cannot control its own institution what else will they control?
